| Resumo: | O Capital social abrange práticas, valores e formatos sociais diversos que emergem tanto de redes sociais e participação em organizações civis quanto da estrutura familiar, e podem ser descritos pela presença da confiança, normas de reciprocidade e cultura cívica. O que há de de comum entre todas as possíveis operacionalizações do conceito é a convicção de que as relações sociais Possuem valor por si próprias e precisam ser levadas em consideração. O objetivo deste trabalho foi revisar, analisar e discutir fatores organizacionais, culturais, sociais e econômicos, técnicos e aspectos legislativos referente à pesca e ao meio ambiente que influenciam na formação do Capital Social e Associações dos Pescadores Artesanais do município de Bragança, estado do Pará. Para tanto, foi realizada uma revisão bibliográfica em acervos das principais entidades do município, o conjunto de Leis, Portarias e Instruções Normativas editadas pelos órgãos que fiscalizam a pesca e o meio ambiente. Para obtenção dos dados primários foram realizados levantamentos por meio de entrevistas semi-estruturadas. À análise dos dados permitiu concluir que os pescadores encontram-se em grave Situação de dependência econômica, técnica, social e educacional, que, tendem a desaparecer por meio da formação do capital social, através de práticas associativistas e de cooperação e formação de cooperativas. É necessário que as autoridades compreendam e entendam que à eficácia cooperativa, diz respeito não somente a cumprir os objetivos de natureza econômica, se levada em consideração à marginalização que o pescador sofre em diversas áreas. Percebe-Se que para o sucesso econômico deste tipo de associação a mesma deve seguir um conjunto de normas e basear-se nos pilares da confiança e da cooperação efetiva entre seus membros. |
| Abstract: | Social capital encompasses diverse practices, values and social formats that emerge both from social networks and participation in civil organizations and from the family structure, and can be described by the presence of trust, norms of reciprocity and civic culture. What is common between all the possible operationalizations of the concept is the conviction that social relationships have value in their own right and need to be taken into account. The aim of this study was to review, analyze and discuss the organizational, cultural, social and economic, technical and legislative factors relating to fishing and the environment that influence the formation of Social Capital and Artisanal Fishermen's Associations in the municipality of Bragança, in the state of Pará. To this end, a bibliographic review was carried out in the collections of the main entities in the municipality, the set of Laws, Ordinances and Normative Instructions issued by the bodies that oversee fishing and the environment. To obtain primary data, surveys were carried out using semi-structured interviews.
